Kaizer is a variant of Kaiser, which itself is another version of Caesar, which was the title of Roman and Byzantine emperors. The meaning of the word is not known, and people usually take it to mean "king", "emperor", "ruler". Since the meaning is not bad, Muslims can use it as a name, but it is not a recommended name because it was the title of pagan and Christian rulers.
