Full Meaning of Loai
Loai is an indirect Quranic name for boys that means “flat area of sand”. It is derived from the Quranic root L-W-A (used in Quran 63:5 in the word lawwaw to mean “turn aside”). This form of the name does not have a hamzah, it is pronounced Loai or Luway rather than Lu’ay.
However, its more common meaning is “little wild ox”, being the diminutive form of al-La’aa, according to Ishtiqaaq al-Asmaa’ by al-Asma`ee (d. 831 CE). This form of the name is from the non-Quranic L-Hamzah-Y root. Since this name likens its bearer to a wild ox, the intended meaning is “strong”.
Either forms of the name are acceptable, and both can pronounced Loai instead of Lu’ay, whichever suits you.
