Afser is a Persian name for boys that means "crown" (the object worn on the head by a king or queen) or "commander" (a man in charge of other men, for example in the army). Afser is not an Islamic name but Muslims can use it since it doesn't have a bad meaning. Afser is pronounced [(U)p + (F)un] + [(S)weet + r(U)n + p(R)ay], written as افسر in Persian, and in English it can also be written as Afsar, Efser.

Afsar refers to an ancient Pakistani allegory about a goat herder that over time becomes convinced he commands an “army.” When Pakistanis call someone “Afsar” they mean that person is crazy in a pathetic way.
